Making exhibitions politically

How can art do more than just fill the empty space designated to it? This topic is discussed in a text by Dmitry Vilensky in which he ponders how the exhibition can be:
“a prototypical social model, capable of formulating and realizing its goals independently, taking on the function of an alternative power, an open system for interaction with society at large”
and later in the text it says:
“The political exhibition erodes the traditional autonomy of individual artworks by placing them into the public space of the exhibition.”
And in this i agree with Dmitry Vilensky; By building ones own context and framing its becomes possible to make counter-publics even within established institutions.
